Hong Kong Kowloon-Canton Railway

In your letter of the 13th of September last No.33613/1906 you communicated to us a telegram from the Governor of Hong Kong to the effect that he was not satisfied with the progress made with the construction of the Kowloon-Canton Railway, and it was subsequently arranged - see our letter of 11th December - that the Consulting Engineers should be allowed to defer reporting upon the subject until they had obtained a report in the matter from Mr A.J.Barry, who they had asked to visit Hong Kong on their behalf.

2. We were subsequently informed by your letter of the 23rd of February No.6157/1907 that the Governor continued to be dissatisfied with the progress of the work and that he desired to place the construction of the Railway under the Director of Public Works, and a decision on this question was also postponed, at the request of the Consulting Engineers, until they could discuss the question with Mr A.J.Barry, who was on the point of arriving in this country.

3. I have now the honour to transmit for the consideration of the Secretary of State copies of two letters which the Consulting Engineers have addressed to us on the subject.
